Penn Township is best described as a “Bedroom Community”. A rural setting laced with beautiful diversified housing developments throughout its borders. Comprised of historic homes that predate the turn of the last century to the latest modern offerings such as those constructed in plans such as Shenandoah Heights, Blackthorne Estates and The Village on Kistler Ridge just to name a few. Penn Township through its Community Development Department and engaged Planning Commission strives to find a balance of growth in both residential and commercial venues while maintaining a rural-esque, friendly and safe community environment. Community Development Director – Bill Roberts

Bill Roberts is the Director of Penn Township’s Community Development Department. He supervises and coordinates building code enforcement, zoning, sewage enforcement, and all types and phases of planning and development within the township.

Chief Building Inspector/Zoning Officer – Adam Hlad

Adam Hlad is the Building Inspector for the Community Development Department. In this role, he issues permits for new homes, additions, sheds, pools, and other structures. He also enforces the township’s zoning ordinances.

Community Development Technician – Mark Cypher

Mark Cypher, the Community Development Technician, performs inspections of construction sites involving land disturbance and excavation. He also assists with zoning issues and residential building inspections, as well as issuing most non-building municipal permits.

Administrative Assistant – Amanda Aschkenas

Amanda Aschkenas, Administrative Assistant to the Community Development Department serves as the front line contact for in person inquiries at the Municipal offices. This position assists the Community Development Department as well as the Planning Commission and the Zoning Hearing Board with their respective administrative and procedural functions. .
